Online Application for Exchange Student Program under Agreement with Partner Universities (EAP program)

Visa (CoE) Application, Air Flight, and Housing

After you are accepted by your supervising professor, your next procedures on air-flight reservation, visa application, and housing application will be processed at STEP3 on T-cens.
The OICE will inform you when you can proceed to STEP3 by a separate email. Meanwhile, please read the following information and prepare your necessary documents.

T-cnes' STEP3 is scheduled to be open as follows.
For April entry candidates

For September entry candidates

1. Visa (CoE) Application

If you will come with a Japanese passport, you do not need to prepare this document.


You must have a valid "STUDENT VISA" to study at the University of Tokyo.

  • "Certificate of Eligibility (CoE)" is a proof of status, which will allow you to obtain a visa to stay in Japan.

  • The OICE will apply for a CoE for you here in Japan, and send it to your home university

    After starting your CoE application at Step3, we estimate it takes approximately 2-3 months until you receive your own CoE through your home university coordinator.

    • Immigration to Japan has recently become stricter. Therefore, you must apply for and receive your Student Visa before you come to Japan. Accordingly, please do not leave your country until you have received your CoE (which is the document you need for your visa application), applied for your visa, and received it in your passport.
    • The Immigration Office have warned us that if you come to Japan prematurely and try to change your visa status after arriving here in Japan, the Immigration Office might send you back to your home country to apply for your visa. Therefore, please do not plan your trip until you actually have your Student Visa in your passport in your own country.
      Application Deadlines

    EAP students need to have approximately JPY150,000 per month in total for living expenses.

  • Average Living expenses for international students residing in Japan in the past is JPY136,000 per month. Accordingly, we recommend that EAP students have JPY150, 000 per month for living expenses.

    Financial Supporting documents for CoE Application

  • Depending upon the method of support to pay for expenses while in Japan, the financial supporting documents vary.
  • You must present adequate financial supporting documents which prove that you have the amounts declared on your CoE application.

    Basic Requirements on CoE Documentation

      1. Issuance Date for All Documents
        • For April 2019 entrance: the date on the document must be on or after November 1st, 2018
          For September 2019 entrance: the date on the document must be on or after May 1st, 2019
      2. All documents must be written or translated into English.
        *If you cannot get an English document, you need to submit the one issued in the original language accompanied by an English translation except for documents written in Japanese. English translation can be done by yourself.

      3. Documents submitted to the Tokyo Immigration Office in connection with the application procedures will not be returned under any circumstances.

    • Make sure that the expiration date is after you finish your study in Japan.
    • Make sure that the expiration date of your passport gives you sufficient enough for your study at UTokyo.

    Certificate of scholarship

    Make sure that the information below is included in the document.

    • Name of the funding source
    • Postal address and a contact person for the funding source
    • Applicant's status with this funding source
    • Terms and conditions of the scholarship
      - Full or partial scholarship 
      - Scholarship period 
      - Scholarship value per month
    Certified Bank Statement of applicant
    The certified bank statement must show the actual amount you have in your account under your name in English.

      【VERY IMPORTANT】
    • Your own name must clearly state.
    • The balance must be equivalent to at leaset JPY150,000 for each month of study in Japan.
    • The date of issuance should be clearly stated.
    Supporter's bank statement
    The certified bank statement must show the actual amount your supporter has in his/her account under his/her name in English.

      【VERY IMPORTANT】
    • Your supporter's name must clearly state.
    • The balance must be equivalent to at leaset JPY150,000 for each month of study in Japan.
    • The certificate must be written on the bank's letter-headed paper, with an official stamp of the bank.
    • The date of issuance should be clearly stated.
    Affidavit of Financial Support
    Downloadable in STEP3.
    This is a letter affirming that your sponsor will make the payments on your behalf.

    The original copy of an official "Notarial Certificate of Relationship" issued by the government must be directly submitted to the OICE via post in STEP3.

    2. Air Flight

    Flight Tickets Reservations

    Arrange your own flights.
    Note that you are responsible for your transportation expenses from your home to the University of Tokyo.


    Travel date

    You are advised to arrive in Tokyo during the period notified by the School of Engineering.


    Please do not plan your trip until you actually have your Student Visa in your passport in your own country.


    3. Housing


    You cannot enter the dormitory before the Dormitory Entrance Period.

    Therefore, there is the possibility that you will need to stay in temporary accommodation, for example a youth hostel, on the first night(s) at your own expense.
    Each housing/dormitory management office will advise you of your move-in schedule after housing allocation notice, which may or may not correspond with your arrival date. You must always be mindful about whether cancellation charges apply when you make a reservation for a temporary accommodation.
